STATE CHAMPIONSHIP -2013



 ORISSA STATE BADMINTON CHAMPIONSHIP-2013
         Senior(men & women) And Junior U-19yrs and U-17yrs (both boys and girls)/MASTERS

           The State Championship for Senior(Men & women)/Junior  U-19yrs and U-17yrs (both boys and girls) and Veteran/ Masters (40yrs,50yrs,60yrs(MALE) will be held from 24th to  28th September-2013 at Rourkela, with the cooperation of ‘Rourkela Sports Association’
The Following guidelines are to be implemented during the conduct of the tournament.
1. DATES OF THE TOURNAMENT: 24th to  28th September-2013
1.1 The tournament will be organized as follows:
Venue :Ispat indoor Stadium,Sector-20 Rourkela
Players: Only registered players of Orissa State Badminton Association are eligible to participate. The participants should submit the age certificate duly attested & along with BAI Age Proforma. After verifying all the papers, OSBA ID will be issued and the players will use the state ID for giving entries in the tournaments. Without state ID the entries shall not be entertained.
Limitation: There should be minimum six no entries for any event to be conducted.
1:2 Championship:
The championship will be conducted in two rounds i.e qualifying round and main draw.                                
1:3Qualifying Round: The following category of events will be conducted  in the qualifying rounds. A player can take part maximum in two events. As per the decision taken by  the tournament committee, the following no. of players will be selected to the main draw of the championship.

Men’s Singles:                           08nos.                    Men’s Doubles:                        04nos.
Boys Singles -U-19:                   08 nos.                  Boys Doubles -U-19:                 04 nos.
Boys Singles -U-17:                    08 nos.                 Boys Doubles -U-17:                 04 nos.
There will be no  qualifying rounds for events like 1.women’s singles 2. women’s doubles 3.Girls U-17 &U-19  both singles and doubles & Masters
The players qualified in the qualifying round will participate in the Main Draw. Ranking players list for  main Draw will be  released soon by OSBA.
The players who are selected for main draw, may have the option to participate in other category of event & shall have to play the qualifying round for the same event
2: The programs for state championship are as mentioned below:
2.1 All the players who like to participate in the tournament in any event  will mention their state ID during submission of entries, un-registered players will submit copy of their age certificates in prescribed BAI form duly filled in  for state ID. Any incomplete form will be rejected without any intimation to the applicant & no entry will be accepted without state ID. The State ID to the players will be released on 18-9-2013 at Orissa State Badminton Association office as well in the blog http://odishabadminton.blogspot.in/
Players shall check and confirm that their names are there in the  list or not . Any alteration required may be intimated to under signed by 4pm of 19th September 2013 in writing or by mail to shuttleodisha@gmail.com.

3.3 No entry shall be accepted unless the player has been allotted a Player ID and has submitted the age proof as per the BAI Competition Regulations.
3.4 At the close of entries, the Tournament committee will provide with the list of participants.
3.5 Once the entries are duly verified by the secretary, the complete list in a computer file (MS Excel File) shall be sent to Tournament committee. OSBA will release the list of seeded players as per OSBA Ranking.
3.6 Once approved, the list of participants in order of strength will be displayed on notice board of OSBA as well in the http://odishabadminton.blogspot.in/. It shall be the responsibility of the Affiliated Unit and the players to ensure that all the entries send by them appear in the M & Q List. After the Last Date for withdrawals without penalty, no complaints shall be entered for miss out of any entry. The OSBA is not responsible for any omissions or correction of names.
3:7 After fixture released any player withdrawing from any event or giving walkover shall be scratched from other event
3.8 There shall be a medical examination of age group of players, whose age proof is doubtful. Medical examination will be conducted by a panel of doctors appointed by OSBA
4 PROTEST
4.1 The protest of any kind will have to accompanied by a protest fee of Rs500.00 .Protest has to made before the match or within one hour of the completion of the match and shall be addressed to the Secretary / the Jury appointed, in writing.
5. ENTRY FEES:
5.1 The  entry fees that can be collected from players shall be:
Singles event all category
Rs.200 per player
Doubles event all category
Rs.400 per pair
Singles Master in all category
Rs.500.00 per player
Doubles event masters in all category
Rs.1000.00 per pair

 5.2 The Entry fees along with registration fees of Rs.50.00 may be sent to treasurer OSBA in shape of MO./DD/at par cheque payable at Cuttack in favour of “ORISSA STATE BDMINTON ASSOCIATION”. 6.Accomadation:
6.1.The details of accommodation for qualifying & maindraw players will be available.
7.Age Verification:
Association may verify the age by a Doctors committee and reject the entries if found inappropriate for the event applied for. They can not be accommodated to participate in any event.
8.Rights to amend.
8.1Association reserves right for any changes in championship  rules &regulations/ schedule etc without assigning any reason.

Players those who are not registered with Orissa State Badminton Association  register themselves by submitting BAI Age proforma along with their birth Certificates with registration fees Rs.50.00.The same may be sent to Pradip Mohanty,Secretary Orissa State Badminton Association,Keonjhar Colony,Kanika Chhak,Cuttack-753008
Without State Id no one is elligible to participate any recognised tournament.

All India Junior Ranking Badminton Championship

Players interested to play  below  championship should apply to Secretary ,Orissa State Badminton Association by  29th May along with their BAI and state Regn no

 
Badminton Association of India is pleased to allot All India Junior Ranking Tournament to Andhra Pradesh Badminton Association. The following guidelines are to be implemented during conduct of the tournament.
1.
DATES OF THE TOURNAMENT: 23rd to 29th June 2013.
1.1 The tournament will be organised on the following dates

2.
PRIZE MONEY:
2.1 Prize money shall be Rs:5 lakhs.(Taxes or TDS shall not be deducted from this amount ).
Cash/ online cheque shall be issued before closing of the tournament.
2.2 The distribution of prize money shall be as per the table in Annexure A of BAI and shall be
signed by the BAI observer and placed on the notice board.
3.

3.2 The tournament will be organised in following age groups only having the specified

4.
NUMBER OF COURTS:
4.1 The minimum 6 to 8 courts shall be provided by the Host.Association from one day before the commencement of Tournament.
5.
USE OF TOURNAMENT PLANNER SOFTWARE:
5.1 The tournament will be conducted by using the Tournament Planner Software.
5.2 For the purpose of training and implementation of the software, BAI will depute Match Controller during the tournament.
5.3 The Organisers shall provide a laser printer, internet connection, Xerox Machine, Two computers and sufficient quantity of A4 size paper and other stationary for the use of Tournament Planner software.
5.4 It is recommended that a user licence of the Tournament Planner Software is procured
through BAI office on payment of annual licence fee Rs. 5,000/-. (To be paid before 21days through D.D in favour of Badminton Association of India payable at New Delhi.
6.
MODE OF COMPETITION:
6.1 All the matches in the main and qualifying draw shall be played best of three games of 21points on a rally point system.
6.2 The Organisers shall adhere to the date lines as specified as above of this letter.
7.
ENTRIES:
7.1 The Revised process of players’ registration, entries draw etc., is as per Annexure D. The affiliated Units, the organisers and the participants shall strictly adhere to the procedure.
7.2 The Entries shall be received by the BAI as per the existing system with a copy to org.Secretary. The entries are to be received through Affiliated Units. (Direct entries from the Players are not valid).

8.
ENTRY FEES:
8.1 The entry fees that for qualifying participants shall be as follows.
Singles events of all categories Rs. 500/- per player
Doubles events of all categories Rs. 1000/- per pair
Players selected to participate in the main draw directly of any tournament shall not be liable to pay any entry fees for such event.
8.2 The host Association shall be responsible for collection of entry fees from the players.
9.
DRAW:

9.2 There shall not be any restriction on the size of qualify draw.
9.3 The draw for all Ranking tournaments will be done by BAI office through the Tournament
Planner software.
9.4 On completion of the draw, the draw will be published on the BAI website on the same day with a copy to the Referee, organisers and all Member Associations.
9.5 Once the draw is made, the back-up file of the Tournament Planner will be forwarded to the Organisers for the use during the tournament.
10.
WITHDRAWALS:
10.1 If there are any withdrawals notified by the Member Association after the close of entries,the same shall be intimated to BAI immediately with a copy to the organizers before theclosing date of with drawl.
10.2 Any player failing to participate in any BAI approved tournaments after draw is made,
he/she is liable to pay Rs:1000/- ( one thousand ) fine to BAI before participating in next
tournament. No exemption under any grounds (including medical) will be allowed in payment of fine. No player is permitted to participate in the next tournament withoutpaying fine. Referee shall submit the withdrawal list to BAI within 24 hours after completion of the tournament with a copy to the Secretary(E) and the organizers of next tournament. This money will go to the organizers.
11.
PROTEST
11.1
The fees for lodging protest of any kind shall be Rs. 1 0 0 0 /-. However the protest fee for Medical shall be 5000/- and refundable if it is valid. Medical test will be as par BAI guidelines. This fee shall be retained by the organizers of theevent. Any protest shall be addressed to the Org.Secretary in writing within one hour after completion of the match.
12.
TECHNICAL OFFICIALS:
12.1 The Court Officials shall be nominated by BAI.

12.2 In addition to the Referee(s) nominated above, the Host Organisers shall nominate one Local Deputy Referee, one Umpires’ Control, one Announcer and One Media relation officer to assist the Referee in conduct of the matches with sufficient line judges.
12.3 There shall be 2.5 umpires nominated per court. The local state umpires and national level umpires may be in equal proportion. If your state does not have adequate number of state/ National umpires then BAI COC will nominate more national umpires to complete the shortfall.
All the Technical Officials will be provided with the facilities as specified in Annexure B ofBAI.
13.
EQUIPMENT SPONSOR:
13.1 As per contract of BAI with Yonex, organisers shall be provided with 150 tubes of Yonex AS-3 Shuttles. Additional shuttle cocks shall be purchased by the organisers.
13.2 Yonex will be entitled to 7 A boards per court 2 banners in the main venue and one sale stall. The cost of making the ‘A’ boards and banners shall be born by Yonex Sunrise India(Pvt) Ltd.
14.
RESULTS:
14.1 The results must be published on BAI website on a day to day basis through TournamentPlanner.
14.2 Immediately on conclusion of the tournament, the final copy of the Tournament Planner file and the printed copy of the results should be sent to General Secretary, BAI / VicePresident (Admn),BAI, Secretary – Events / Mr.Girish Natu.
15.
OTHER POINTS:
15.1 The Organizers shall issue a suitable circular with all the details about the tournament to the Hon. Secretaries of Affiliated Units of BAI. Details of Venue, Near by Hotels with Tariff with phone numbers and any other facilities to be provided by the host Association, route,distance from Railway station, Airport etc.
16.
RAIL CONCESSION
16.1 Rail Concession forms will be send to the concerned affiliated units of BAI on request to
Secretary (E), BAI.
16.2 The affiliated units may send the list of participants for issue of Rail concession forms.
