Hounourable high court of Odisha again dismissed the case against our Association

Some people filed a case against our association in collaboration with Odisha Olympic Association during 2015 in Highcourt of Odisha.
Honourable Highcourt of Odisha dismissed the case on 16-1-2018.

Again they have appealed to Highcourt for restoration of the case.But Honourable Highcourt of Odisha  again dismised the same on 4-4-2018.

Star rating of championships held under aegis of Orissa State Badminton Association

The criteria for holding the ranking championship under the aegis of Odisha State Badminton Association is given below:
The championship should be conducted

·         Tournament Shall be approved by OSBA

·         The star rating of any of the All Odisha Level Prize Money / Prize Value Tournament for the Seniors (Men & Women) shall be as under:

·         Star Rating shall be circulated in the Circular.

·         Without indoor facilities if the  championship is conducted by covered courtwith cement/mat  surface then the championship wi be treated as registered championship   wil be treated as 1star.

Remarks received on our systems

With reference to the notification issued on 17 Apr 18, I would like to put forth my view points/ suggestion which are appended below.

(a) Id system should be continued with to regulate a player. However, some robust system should be evolved to check the accuracy of information  provided by the players specially the documents submitted in support of age proof. Aspiring player should get their Id issued well before any tournament without waiting for the last moment. I think it is the responsibility of parents/players to get their id issued well in time. 

(b) OSBA should work on modalities for collection of entry fee through digitally keeping in pace with time and technology advancement alongside with Demand Draft.

(c) I am of the view that circulars should be issued by OSBA on behalf of organizers. Conduct of tournaments should not be left to the whims and fancies of organizers. There should be well defined guidelines for organizer as well as players which should be strictly adhered to in order to instill a sense of discipline among them.

(d) Notification for any tournament should be issued at least  01 month before the commencement of the tournament. I am of the strong view that fixture of the tournament should be notified two days before the start of the tournament so as to save some valuable time and money of parents and players. In spite of sufficient notice time a player fails to submit his/her entry form then I think he/she does not deserve a place in the tournament.

(e) OSBA should make a panel of qualified umpires who should only be allowed to officiate in a tournament. Anybody who wants to be a umpire should acquire desired qualification before registering with OSBA. Anybody and everybody should not be allowed to be a umpire in any tournament. Only qualified and registered umpires should be allowed to officiate the tournament.

(f) Recently, cases of age fraud has tarnished the image of sports bodies. Therefore, OSBA should not turn a blind eye in this aspect.  There are suspected age fraud cases which OSBA should investigate very seriously in order to create a level field for our budding shuttlers. These fraudsters should be punished severely and others should draw a lesson from it. Hopefully, you being at helm of affairs of Odisha Badminton will ponder seriously over age fraud issue and initiate action to eradicate these problems.

   I am not a professional badminton player, rather a sports person and sports lover. However, as a sports person, I need to put forth some of my views below, against the points mentioned in the Odisha badminton site.

    1. ID System is a good concept but implementation part is a different thing. People are complaining because of problems they faced in past. So this should be implemented without harassing any player/guardian. They are fearing because, they are not getting someone like district association members near to them who will receive these materials/money etc. on behalf of OSBA for follow up action, so that it will be easier. Each time they will have to run Cuttack, stand on line in banks for hours etc. Sending through post will also take time. If it will be implemented properly, then it is OK.

    2. Though Collection of entry fees/renewal/others through DD is financially transparent method, it takes time and not smooth. Hence, my suggestion is to intimate them the OSBA bank Account No., so that people will transfer money to that account through net or by way of other methods and subsequently refer the transaction no and date for future reference. It will be more convenient and less painstaking.

    3. The next three points regarding issuing of circulars, closing date of entry/ issue of fixtures and appointing umpires are well and good and as a disciplined sports lover I welcome this and this should also be welcomed by others. Those who are opposing it means, they are not in favor of the development of badminton.

    4. The activities taken by OSBA are most welcome but with proper implementation. I think, those who are professional sports person, they should welcome the measures taken by OSBA.

After all as a disciplined sports person I have given my neutral view. I don’t have any intention to harm anybody. Now a day’s most of the works of OSBA streamlined, specifically, the point table, publishing of ranking time to time, fixtures drawn in tournament software etc. I welcome this. These are all good transparent methods. Nobody should question over it. Moreover, the same are also followed by BAI approved tournaments, why this is opposed here in Odisha, I am unable to understand.

In addition to the above, I am also suggesting some points to look after by OSBA while giving permission to tournaments:

1. OSBA should not allow ranking tournaments in hard court (cement courts), which is dangerous for a professional player in Badminton. The game is itself injury-prone.

2. OSBA should not allow slow/low quality shuttles in ranking tournaments. Request the organizers to maintain the shuttle standard at least played in National level.

3. I am observing from the beginning of my involvement in this game most of senior players are more undisciplined in these tournaments, they did not even respect the umpires who were conducting match. This is creating a very awkward situation. What would have the impact on juniors? What will they learn from the seniors?

Good Evening sir The new guidelines taken by the state association is a fantastic effort taken for the betterment of badminton. This would easily alter the frauds, and tournaments can be very smoothly conducted. I would be with the association and very soon updating my rest of the new guidelines requirements. Hope for the best of badminton in Odisha and the country  I have been keenly following all the posts. In my opinion all the steps taken by the Odisha badminton association is definitely going to help the players and improve the quality of games in Odisha.  1) If we have a player id system after verification of documents/information submitted by players then it will save time of players as well as parents before each tournament in Odisha.  2) The entry fee should be collected through dd ,but provision for online payment should also be there.  3) A time limit for submission of entries is a must.By this the organisers get time to make fixtures. 4) Odisha badminton association provides a single platform for the organisers of various tournaments and by giving circular through the association it gets wide coverage. It helps in more participation. 5)Appointment of accredited technical officers helps in ensuring impartiality in games. All those rules are regulations made by odisha badminton is very perfect and should be appreciated!!!! So no change should be made for those rules and regulation..... if this will be so... then many problem would arise for the badminton players and odisha badminton too...... Thank you,sir for this I.d system it will make a great change in our state .So all should cooperate with you as you are taking a good step .By which the age frauds of many participants would be caught.        Thank you sir for taking such steps it would help the junior players. ORISSA STATE BADMINTON RANKING CHAMPIONSHIP-2018

  U15 ,U17&19Yrs (BOYS) & GIRLS  U17yrs & WOMEN

The Following guidelines are to be implemented during the conduct of the Championship

1. DATES OF THE TOURNAMENT: From11^TH TO13^TH May-2018

1.1 The tournament will be organized as below:

Players: Only registered players of Orissa State Badminton Association are elligible to participate. The participants should submit the age certificate duly attested & along with BAI Age Proforma. After verifying all the papers, OSBA ID will be issued and the players will use the state ID for giving entries in the tournaments. Without state ID the entries shall not be entertained.The entries will be received through affiliated district associations and where there is no affiliated units entries can be received directly to Shri Pradip Mohanty Secretary,Orissa State Badminton Association and this is mandatory.Without district association’s recommendation no entries will be entertained.OSBA have released the guideline for ICARD 2018-20,So pl follow the guideline and get registered/renew  in time.Presently  all registered players to get themselves renewed for 2018-20  to get the icard

Limitation: There should be minimum eight   entries for any event to be conducted.
Cut off date:

Juniors 17 yearsborn on or after 1 st January, 2002

Juniors 19 yearsborn on or after  1 st January, 2000

Sub Juniors 15 years born on or after 1 st January, 2004

1:2 Championship:

The championship will be conducted in two rounds i.e qualifying round and league draw.                                

1:3Qualifying Round: The following events will be conducted  in the qualifying rounds if the entries will exceed 8nos in any event. A player can take part maximum in two events. As per the decision taken by  the tournament committee, the following no. of players will be selected to the leauge draw of the championship.

 Singles:                           08nos.                     .

The players qualified in the qualifying round will participate in the leauge draw .The league draw consists of 8players from qualifying round

2: The programs for ranking  championship are as mentioned below:

2.1 All the players who like to participate in the tournament in any event  will mention their state ID during submission of entries.Un registered players will submit copy of their age certificates in prescribed BAI form duly filled in  for state id. Any incomplete form will be rejected without any intimation to the applicants.no entry will be accepted without state id

The State ID to the players will be released on 30^th April 2018 at in the blog http://odishabadminton.blogspot.in/

Players shall check and confirm that their names are there in the  list or not . 

Any alteration required may be intimated to under signed by 6thApril 2018 in writing or by mail to shuttleodisha@gmail.com.

3.2 The tournament will be organized in U15 & U17&19yrs  age groupsof boys and U17yrsgirls,women  as per BAI guideline

3.3 No entry shall be accepted unless the player has  allotted a Player ID and has submitted the age proof as per the BAI Competition Regulations.

3.4 At the close of entries, the Tournament committee will provide with the list of participants.

3.5 Once the entries are duly verified by the secretary, the complete list in a computer file(MS Excel File) shall be sent to Tournament committee. OSBA will release the list of seeded players as per OSBA Ranking.

3.6 Once approved, the list of participants in order of strength will be displayed in the http://odishabadminton.blogspot.in/. It shall be the responsibility of the Affiliated Unit and the players to ensure that allthe entries send by them appear in the M & Q List. After the Last Date for withdrawals without penalty, no complaints shall be entered for miss out of any entry. The OSBA is not responsible for any omissions or correction of names.

3:7 After fixture released any player withdrawing from any event or giving walkover shall be scratched from other event  and have to pay Rs.1000.00 as penalty

4 PROTEST

4.1 Theprotest of any kind will have to accompanied by a protest fee of Rs1000.00 .Protest has to made before the match or within onehour of the completion of the match and shall be addressed to the Secretary in writing

5. ENTRY FEES:

5.1 The  entry fees that can be collected from players shall be:

5.2 The registration/ renewal  fees for 2018-20 of Rs.200.00 may be sent to treasurer OSBA in shape of DD payable at Cuttack in favour of “ORISSA STATE BDMINTON ASSOCIATION”.
