The Following guidelines are to be implemented during the conduct of the Championship

1. DATE OF THE TOURNAMENT: From 9^th to 11^th Sep. 2018

1.1 The tournament will be organized as below:

Venue SAI ACADEMY,BHUBANESAR

Organised by: Orissa State Badminton Association

Players: Only registered player of Orissa State Badminton Association are elligible to participate. Without proper state ID the entries shall not be entertained. The entries will be received through affiliated district associations and where there is no affiliated units entries will be received directly to Shri Pradip Mohanty Secretary, Orissa State Badminton Association and this is mandatory.. The list of players id released on 22/08/2018 is elligible to participate in this championship. During championship Players are to present their I-card which shall be issued by association.

Limitation: There should be minimum eight (8) numbers of entries for any event to be conducted.

1:2 Championships:

The championship will be conducted in two rounds i.e qualifying round and league draw.

1:3 Qualifying Round: The following events will be conducted in the qualifying rounds if the entries will exceed 8 nos in any event. A player can take part maximum in two events. As per the decision taken by the tournament committee, the following no. of players will be selected to the league draw from the qualifying draw of the championship.

Singles:                           04 nos.

Doubles:                           02 nos.                .

The players qualified in the qualifying round will participate in the league draw .The league draw consists of 4 players from qualifying round and 4 players from the top seeded ranking in Singles and The league draw consists of 2 pairs from qualifying round and 2 pairs from the top seeded ranking in Doubles and this is compulsory for all events.

2: The programmes for championship are as mentioned below:

2.1 All the players who likes to participate in the tournament in any event will mention their state ID during submission of entry  along with the Mandatory Entry form. Any incomplete form will be rejected without any intimation to the applicants. No entry will be accepted without state id.

The details as below:

3.2 The tournament will be organized in U15 & U19 age groups of boys and girls as per BAI guideline.

FOR U15- DATE OF BIRTH AS ON OR AFTER 01/01/2004

FOR U19- DATE OF BIRTH AS ON OR AFTER 01/01/2000

3.3 No entry shall be accepted unless the player has allotted his/her state Player ID and no players will be allowed to play without I card. 
PARTICIPANTS  ARE REQUESTED COLLECT THEIR I CARD AT VENUE DURING TOURNAMENT 

3.4 At the close of entries, the Tournament committee will provide with the list of participants.

3.5 Once the entries are duly verified by the secretary, the complete list in a computer file (MS Excel File) shall be sent to Tournament committee. OSBA will release the list of seeded players as per OSBA Ranking.

3.6 Once approved, the list of participants in order of strength will be displayed in the http://odishabadminton.blogspot.in/. It shall be the responsibility of the Affiliated Unit and the players to ensure that all the entries send by them to appear in the M (league) & Q List. After the Last Date for withdrawals without penalty, no complaints shall be entered for miss out of any entry. The OSBA is not responsible for any omissions or correction of names.

3:7 After fixture released any player withdrawing from any event or giving walkover shall be scratched from other event and have to pay Rs.1000.00 as penalty.

4. PROTESTS

4.1 The protest of any kind will have to accompanied by a protest fee of Rs 1000.00. Protest has to made before the match or within one hour of the completion of the match and shall be addressed to the Secretary in writing

5. ENTRY FEES:

5.1 The entry fees that can be collected from players shall be by Demand Draft only.

Singles	Rs.500 per entry
Doubles	Rs.1000 per entry

5.2 The Entry in entry form and  fees in shape of DD in favour of “Orissa State  Badminton Association” payable at Cuttack  may be sent to Mr. KAILASH CH. PATI, Treasurer, C/O.-VISIONEX, B1 C.D.A Market complex, college square, cuttack-753003. Ph: 9437331931 by speed-post / courier. No entries will be received by hand.Association is not responsible for delay in receipt of entries by cut off date & time.

6. Accommodation:

6.1. Accommodation & food will be available on payment basis Players will book their accommodation& food along with entry. Regarding food the organizer is charging as follows;-

Food (lunch,dinner & breakfast)	Rs 150 per day Compulsory for 2 days	Rs 300
Accommodation (bed and pillow)	Rs 100 per day Compulsory for 2 days	Rs 200

Players have to pay for the food and accommodation and will purchase token in advance by paying Demand Draft of Rs.500 (Compulsory for 2  days) in favour of “Orissa State Badminton Association” payable at Cuttack”  may be sent to Mr. KAILASH CH. PATI, Treasurer, C/O.- B1, C.D.A Market complex, college square Cuttack-753008.Ph:9437331931.For more period they can also purchase token at the venue

7. Rights to amend.

7.1 Association reserves right for any changes in championship rules &regulations/ schedule etc without assigning any reason.

We shall be glad to clarify on any of the above matter and assure you to extend our full support and cooperation in smooth and successful conduct of the tournament.

8. Compulsory Requirements

8.1. All entries shall be received from the affiliated District Association and where there is no affiliated District Association the players may send the entries directly.

8.2. The player who needs accommodation and food has to mention in the entry form and the Draft number with the amount.

8.3. Incomplete entry forms shall not be accepted.

8.4. The player has to report on Court along with their id Card before 30 minutes as per the scheduled times mentioned on the fixture..Without Icard players are not allowed to participate

8.5. The absence of a player after 5 minutes of the scheduled time shall be consider as walk over to the opponent.

8.6. All doubles partners have to wear T-shirts of same colour as per the BWF Rules from the starting of the Tournament.

8.7. In case of any misconduct as per the BWF Rules the concerned player shall be penalized as the Orissa State Badminton Association deems proper and fit.

8.8. All players have to play with proper kit, equipments, shoes and clothing.

8.9. All the players have to wear clothing as per the BWF Rules regarding the sponsor’s advertisement.

WE HAVE GIVING ALL INFORMATIOMS REGARDIMG PLAYERS/CHAMPIONSHIPS IN OUR CIRCULAR BUT WE ARE GETTING CALLS  WHICH ARE VERY MUCH DISTURBING US.

THE CALLS ARE REPEATEDLY MADE BY THECALLER WHICH EMBRASS US.

WE HAVE INTIMATED EARLIER  ANY BODY CAN WRITE TO US OVER MAIL TO GET CLARIFICATION.SO WE ARE AGAIN  ADVISING ALL TO WRITE MAILS (SHUTTLEODISHA@GMAIL,COM) SO THAT THEY WILL GET CLARIFICATIONS.

WE HAVE GIVEN ALMOST FIVE MONTHS TO SUBMIT THE REQUIRED DOCUMENTS FOR RENEWAL/REGISTRATION OF ID.BUT PLAYERS FAILED TO COMPLY IN TIME.

THIS SHOWS HOW OUR PLAYERS ARE SERIOUS ABOUT THE GAME??????

IT IS ALSO OBSERVED THAT WE ARE RECEIVING FORGED PAPERWORKS STILL NOW. PERTICULARLY IN AGE ESTIMATION REPORTS AND BIRTH CERTIFICATES.
AFFIDAVITS ARE NOT SIGNED BY FATHERS/MOTHERS AND DATA ALSO NOT APPROPRIATELY GIVEN

IN THESE CASES PL ADVISE WHAT ACTION WE WILL TAKE AGAINST THEM ???????
