Invitation Championship for Veterans for 45+yrs.by organizer 

 The State Championship for Senior (Men & Women) Junior  U19 yrs, (both Boys and Girls) , Invitation Championship for Veterans for 45+yrs.(doubles Only)
will be held from  11th to 14th September 2014 at   Indoor Hall,   Nalco, Angul with cooperation with NALCO Angul.
The Following guidelines are to be implemented during the conduct of the tournament.
1. DATES OF THE TOURNAMENT                : 11th to 14th September 2014
1.1 The tournament will be organized as follows:
Venue : INDOOR HALL,  NALCO, Anugul
Players: Only registered players of Orissa State Badminton Association are eligible to participate. The participants should submit the age certificate duly attested & along with BAI Age Proforma. After verifying all the papers, OSBA ID will be issued and the players will use the state ID for giving entries in the tournaments. Without state ID, the entries shall not be entertained.
Limitation: There should be minimum six nos entries for any event to be conducted. . A player can take part maximum in two events
1:2 Championship:
The championship will be conducted in two rounds i.e. qualifying round and main draw.                               
1:3 Qualifying Round: The following events will be conducted  in the qualifying rounds. A player can take part maximum in two events. The following no. of players will be selected to the main draw of the championship.
Men’s Singles:                           08nos.                    Men’s Doubles:                        04nos.
Boys Singles -U-19:                    04 nos.                 Boys Doubles -U-19:                 04 nos.
There will be no qualifying rounds for events like 1.women’s singles 2. women’s doubles 3.Girls U-19  both singles and doubles
The players qualified from the qualifying round will participate in the main draw along with the list of players maindraw(ranking)  released by OSBA.
The players who are have already  selected for main draw may have the option in one event & not in another event to participate in other events have to play the qualifying round for the same event.
2: The programmes for state championship are as mentioned below:
2.1 All the players, who like to participate in the tournament in any event,  will submit copy of their age certificates in prescribed BAI form duly filled in  for state id. Any incomplete form will be rejected without any intimation to the applicants. No entry will be accepted without state id.
The State ID to the players will be released on 30-08-2014 at Orissa State Badminton Association office as well in the blog http://odishabadminton.blogspot.in/
Players shall check and confirm that their names are there in the  list or not . Any alteration required may be intimated to undersigned by 4 pm of 31-08-2014 in writing or by mail to shuttleodisha@gmail.com.

3.2 Minimum six entries in an event is required for conduct of the said event.
3.3 No entry shall be accepted unless the player has been allotted a Player ID and has submitted the age proof as per the BAI Competition Regulations.
3.4 At the close of entries, the Tournament committee will provide with the list of participants.
3.5 Once the entries are duly verified by the secretary, the complete list in a computer file (MS Excel File) shall be sent to OSBA will release the list of seeded players as per OSBA Ranking.
3.6 Once approved, the list of participants in order of strength will be displayed on notice board of OSBA as well in the http://odishabadminton.blogspot.in/. It shall be the responsibility of the Affiliated Unit and the players to ensure that all the entries send by them appear in the Main List. After the Last Date for withdrawals without penalty, no complaints shall be entered for miss out of any entry. The OSBA is not responsible for any omissions or correction of names.
3:7 After fixture released any player withdrawing from any event or giving walkover shall be scratched from other event.
3.8 There shall be a medical examination of age group of players, whose age proof is doubtful. Medical examination will be conducted by a panel of doctors appointed by OSBA
4 PROTEST
4.1 The protest of any kind will have to accompanied by a protest fee of Rs1000.00 .Protest has to made before the match or within one hour of the completion of the match and shall be addressed to the Secretary in writing.
5. ENTRY FEES:
5.1 The  entry fees that can be collected for players shall be:
Singles event
Rs.250 per player
Doubles event
Rs.500 per pair



5.2 The Entry fees as above and registration fees of Rs.50.00 may be sent to treasurer OSBA in shape of MO./DD/at par cheque payable at Cuttack in favour of “ORISSA STATE BDMINTON ASSOCIATION”,  without which entries are not accepted. The same may be sent to Mr.Kartik Chandra Das,Trasurer,Orissa State Badminton Association, Plot 1D/530,Sector -10 behind SIM College,CDA Cuttack-753014,Ph 09437317775.

6.Accomadation:
6.1.All the Players  will have  accommodation at Nalco ,Anugul. They have to report at Nalco ,Anugul by 10th September,2014 7.30pm and get  clearance from organizer for accommodation. They will be given accommodation till 15th September, 2014 morning. 7.Age Verification:
Association may verify the age by a Doctors’ committee and reject the entries if found inappropriate for the event applied for. They can not be accommodated to participate in any event.
8.Rights to amend.
8.1Association reserves right for any changes in Championship  rules & regulations/ schedule etc without assigning any reason.

PLAYERS’ CODE OF CONDUCT

1.        PURPOSES

The purposes of this Code are:

1.1            to ensure and maintain an orderly and fair administration and conduct for OSBA-  sanctioned tournaments, and to protect the players’ rights and the respective rights of the OSBA, sponsors, and the public;This was in accordance with BAI   and will be implemented from 1st July 2014.

1.2           to uphold the good name of the OSBA and the integrity of the sport of Badminton.

2.        APPLICABILITY

2.1      This Code is applicable to all OSBA-sanctioned tournaments and the players participating in them.

2.2      All players, at all times, shall be subject to the Code and the Laws of Badminton. Each player who is entered or nominated to participate in an OSBA-sanctioned tournament shall accept this Code, the Competition Regulations and the Laws of Badminton and then, in effect, is bound by them.

2.3      Any player who commits any offence defined in Regulations 3 to 5 shall be deemed to have breached this Code. Breaches of the Code constitute the basis for disciplinary action against the player.

3.        PLAYER’S COMMITMENT AND ENTRY OFFENCES

3.1      Late withdrawal

Withdrawing from either the qualifying or main draw after publication of the draw without evidence or proof of “bona fide” injury, illness, bereavement or other emergency situation

3.2      Playing another tournament

Having entered and been accepted into either the qualifying or main draw of an OSBA-sanctioned tournament and playing in another Badminton tournament during the period of that tournament.




3.3      Playing after declaring non-availability due to injury

Withdrawing from a future tournament due to injury or illness and playing in any Badminton tournament during the period between the date of notification of injury/illness and the said tournament from which the player has withdrawn.

3.4      Early departure from tournament

Making travel arrangements which would preclude the player from participation in scheduled matches or interfere with their commitment to attend dope-tests.

4.        PLAYER’S ON-SITE OFFENCES

4.1      Inappropriate conduct

4.1.1   During any match or at any time while within the precincts of the site of an OSBA-sanctioned tournament, not conducting oneself in an honourable and sportsmanlike manner.

4.1.2   Before, during and after any match does not comply with the goodwill formalities such as thanking TOs, shaking hand with opposing players, etc. Players must thank their opponents and Umpire before leaving the field of play to celebrate with their Coach or the crowd .

4.2       Dress violations

4.2.1   Failing to dress and present oneself for play in a suitable smart manner. Clean and acceptable Badminton sports clothing shall be worn.

4.2.2   Failing to comply with the conditions of entry of each tournament with regard to clothing and advertising regulations.

4.3      Failure to complete a match

Failing to complete a match in progress unless reasonably unable to do so.

4.4      Late arrival for match/no match

4.4.1   Arriving late for a match, resulting in No show.





4.4.2   Withdrawing from any event in a tournament whilst still fit enough to compete on the same day in another event in that said tournament, i.e. players may not default without good reason from one event to concentrate their efforts in another during the same tournament.

4.5      Failure to use best efforts

Not using one’s best efforts to win a match.

4.6      Trying to influence line judges

Trying to influence the decision of line judges by arm, hand, or racket gestures, or orally.

4.7      Seeking coaching

Seeking coaching during play except as permitted under the Laws. Communication of any kind, audible or visible, between a player and a coach may be construed as coaching.

4.8      Failure to fulfill media obligation

4.8.1. Failing to attend any pre-tournament media conference organized a day prior to their first scheduled singles or doubles match;

4.8.2. Failure to give on-court interviews for television immediately after a match whether the match has been won or lost;

4.8.3. Unless injured and physically unable to appear, failing to attend any post-match media conference organised after conclusion of each match whether the player was the winner or loser, providing that this does not interfere with the preparation for the player’s next match.

4.8.4. Failure to assist with the promotion of a tournament and the game in general. A player must be willing to participate on request in at least one appropriate activity of not more than one hour’s duration (such as autograph-signing, participating in “meet the public”, question and answer sessions, etc.).

4.9      Violating ceremony protocol

When participating in the finals of a tournament, not participating in the final ceremonies directly after the match or not wearing the style of clothing (e.g. tracksuit, uniform) requested by the organizers.


4.10    Audible obscenity

Using words commonly known and understood in any language to be profane or indecent and uttered clearly and loudly enough to be heard by the umpire or spectators.


4.11    Visible obscenity

Making of gestures or signs with the hands and/or racket or shuttle that commonly have an obscene or offensive meaning

4.12      Abuse of shuttle

4.12.1 Intentionally hitting a shuttle dangerously or recklessly within or out of the court, hitting a shuttle with negligent disregard for the consequences, or deliberately damaging a shuttle.

4.12.2 Deliberately tampering with the shuttle to affect its flight or speed.

4.13    Abuse of racket or equipment

Intentionally and violently destroying or damaging rackets or other equipment, or intentionally and violently hitting the net, court, umpire’s chair or other fixtures during a match.

4.14    Oral abuse

Making a statement within the precincts of the tournament site, directed at an official, opponent, spectator or other person that implies dishonesty or is derogatory, insulting or otherwise abusive

4.15    Physical abuse

Physically abusing an official, opponent, spectator or other person. Even the unauthorised touching of such persons may be regarded as physical abuse.

4.16    Unsportsmanlike conduct

Conducting oneself in a manner that is clearly abusive or detrimental to the sport






5.          PLAYER’S MAJOR OFFENCES

5.1      Conduct contrary to the integrity of the game

Engaging in conduct contrary to the integrity of the game of Badminton. If a player is convicted of serious violation of a criminal law of any country, the punishment for which includes possible imprisonment, that player may be deemed by virtue of such conviction to have engaged in conduct contrary to the integrity of the game of Badminton. In addition, if a player has at any time behaved in a manner severely damaging to the reputation of the sport, that player may be deemed by virtue of such behaviour to have engaged in conduct contrary to the integrity of the game of Badminton.

5.2      Wagers

Wagering anything of value in connection with an tournament in which one will be, or is, competing.

5.3      Bribes or other payments

Offering, giving, soliciting, or accepting, or agreeing to offer, give, solicit, or accept, anything of value to or from any person with the intent to influence any player’s efforts or the result of a match in any OSBA-sanctioned tournament.
